Types of inspection of business entities: market inspection, financial inspection, customs inspection, labor inspection and sanitary inspection (veterinary).
The inspection system is changing in such a way that for minor and moderate offenses done, inspectors will educate entrepreneurs about corrective actions, rather than sanctions.
Market Inspection – Economic Inspection Directorate, in accordance with EU law, conducts consumer protection monitoring, checks compliance with general safety and technical product requirements, conformity assessment procedures, documents of conformity, checks the documents that products must have regarding labeling, advertising, marking and packaging. Also, checks of compliance with the requirements of energy efficiency of products, monitoring of sales of public services to the  consumers and compliance with the general conditions of public services are being done. Inspection works also as reported by consumers and other bodies.
The Financial Inspectorate oversees the legality of foreign exchange operations and the provision of payment services and the implementation of preventive measures and actions to prevent money laundering and financing terrorism.
Foreign exchange operations – supervision of cross-border operations of legal and natural persons with the aim of  checks on the reasonableness of payments and transactions with foreign currencies in Croatia.
Prevention of money laundering and terrorist financing – monitoring the implementation of preventive  measures and actions with the financial and non-financial sector payers, and primarily with the authorized exchange offices, credit intermediaries, money transfer service providers, institutions for consumer lending and professional activities (lawyers, notaries, auditors, accountants, tax advisers).
Payment Services Provision (with CNB) – Payment Service Provider Supervision, primarily credit institutions, with regard to the prescribed manner and conditions for the execution of payments transactions and the obligation to inform payment service users.
The Labor Inspectorate supervises the following areas:
labor relations and safety at work,
the obligation to registrate, check out and change while insuring workers on a mandatory retirement pension and compulsory health insurance,
relations between the employer and the natural person who has no employment contract with the employer, but in accordance with a special regulation, he performs certain tasks or is employed there on vocational training (for example, seasonal person for temporary or temporary seasonal work in agriculture, full – time student and full – time high school student employed in accordance with special regulations, a person who works while serving a prison sentence or correctional measures and another person who has no employment contract with the employer but performs certain tasks in accordance with the special regulations),
performing employment-related activities,
gaining advantages in the employment of Croatian Homeland War veterans; and members of their families, persons with disabilities and peacetime military and war civilian disabled persons and their family members.
What about when business inspection comes?
The first question for every entrepreneur is how to prepare for inspection. Preparation involves the orderly and regular running of business, all records and financial documentation. That’s why it’s important to have a responsible and quality accounting- administrative service that takes care of your business.
If inspections occurs, here are some recommendations and tips:
1. Cooperate with inspectors
Submit the documentation you are required to have on the premises of the company. For any other  documentation requested which is outside the company ask for a later date for delivery. If the inspector identifies certain irregularities, seek clarification an a proposal for proper treatment and explain the reasons for the different treatment. Hand over all documentation, hide nothing.
2. If you do business by regulation, no need to fear, maintain your confidence.
Please note that  the job of the inspector is to check the business of the companies. Assuming they are coming “to find something” is not good because it can cause conflict that is not in your interest. It is important for inspectors to find cooperation on your part. If you are not the person who wants it, knows or can, leave it to someone with more experience.
3. Hire a business consultant
In order to avoid doing more harm than good to yourself, hire an experienced
consultant who already has experience with inspection. You will authorize the consultant to cooperate with inspectors and he will provide you with the necessary documentation and information for inspection. In developed economies, this is a common practice.
4. You can request to record the conversation during surveillance
You may kindly inform the inspectors that you will record the conversation audio and / or visual to avoid possible further doubts. Inspectors do not have the authority to ban this, such evidence is admitted in court, and if there is notice on the wall of the room that the room is recording, then no additional warning is required.
5. Correct any errors found immediately
Ask for opportunities to correct minor errors during surveillance. If it is
about minor mistakes, it is pointless for them to enter the procedure, so their immediate remediation may be convenient for you and the inspectors.
6. Inform inspectors about the specifics of the activity
Sometimes the practice of business, because of its specifics, cannot follow rigorous and complicated tax procedures or fit into prescribed models. It’s important to explain to the tax inspectors about the specifics of the business, which do not necessarily lead to irregularities.
7. Seek inspector exemption
If you find that the inspector came with the intent to unfairly damage the company or it is related to competition, ask the tax authority for its exemption. Substantiate request by recording and / or other evidence.
